Members of the local Girl Scouts of America Troop 367 led the meeting's Pledge of Allegiance 

Hidden Oaks Reimbursement Agreement

The City Council gave direction to do a reimbursement agreement with the Hidden Oaks development for the construction of Dansie Boulevard

City Council comments and recognitions

Councilmember Hodges applauded City staff for being out early during last evening's snowstorms to keep roads and walkways as clear as possible.

Councilmember Shields commended residents for attending caucus meetings and their participation in government. 

Mayor Palmer recognized the Herriman Harmonyx for outstanding performances last week. He also noted that many Herriman residents showed in a record crowd at the Utah Warriors rugby opening match

City Council board and committee reports

Councilmember Ohrn, reporting from the Wasatch Front Waste and Recycling District board, noted that the board is on the County Council's agenda to transition to a different type of district. The move has the endorsement of all participating partners, including Herriman City

Councilmember Ohrn, reporting from the Jordan Valley Water Conservancy District board, said that despite recent snow, the drought is still severe and water conservation is a must. She said that the Weber district has approved measures to drastically reduce or ration water usage in 2022. The Jordan board agreed tonight to shift some water storage to assist the Weber district with its shortage.

Resident recognitions

The Council discussed a long list of recent accomplishments by Herriman community members, wishing to recognize their talents at a citywide level. Several groups and individuals will be invited to future City Council meetings. 

Strategic plan

The Council discussed a long-range strategic plan to direct staff in the City's overall vision. Initial priorities discussed are economic development, infrastructure, and making Herriman a destination for non-residents to spend time and money. The plan will continue to be formulated in coming weeks and months.

Legislative session recap

Chris Bleak, who serves as the City's lobbyist at the legislature, gave an overview of the legislative session. A couple major items discussed that affect Herriman:

  • Jurisdictional transfer of 12600 South from Herriman City to the state. $10 million was funded for U-111 southward from 9000 South
  • The state is restricting tax incentives by cities to attract retail businesses. The City was opposed to the initial draft of this bill 

High Speed Internet/Broadband Task Force update

The task force has been put in place to explore broadband internet options that could be available for Herriman residents. The group has found that private-sector companies don't seem motivated to expand into older parts of cities. One possible option is to own or partially own a broadband system and run it similar to critical utilities or traffic signals. The group's recommendation is to use an opt-out model where residents receive and pay for broadband services by default, but can opt out if they do not wish to connect to the broadband infrastructure. Rather than partnering with an internet service provider (ISP) who both installs infrastructure and provides internet service, the Council discussed the City owning infrastructure and the network and contracting with ISPs to use the system to provide service. The task force will work further to estimate potential costs, implementation methods, and private sector partners.

Working Group Updates - Auto Mall, Laguna, Malibu Developments

Laguna/Malibu: The working group for the Laguna/Malibu developments noted that a comprehensive draft of development design guidelines was submitted. This week's group meeting was canceled to allow members to digest the document and prepare feedback.

Auto Mall: the group discussed adding a park to the auto mall area near the Main Street bridge. The next closest park is Arches Park and the Council agreed a park in the general area would be desirable. The Council also discussed the overall vision for the auto mall area and briefly reviewed a basic outline of current plans for the area. It was mentioned that the Garage Grill restaurant has been helpful in attracting potential dealerships to the area.
